After what amounted to nearly two years of internal debate amongst the mod team, we are going to move forward with three rule change proposals for the league to vote on. These aren't the most significant proposals, but they would have enough of an impact that they warrant full league participation. In order for a rule to pass, it needs 2/3rds approval. Here they are:
Converting the D-League Spot into a Two-Way Role
Currently, D-League players are required to join the active roster should they meet certain thresholds. They are also required to stay on the active roster if they are moved up voluntarily. This rule would effectively turn the D-League spot into a Two-Way spot, similar to what the real NBA is currently doing. Here are the parameters:
-D-League players can be brought up to the active roster to participate in 10 match-ups during the season (including playoffs)
-Once they hit that 10 match-ups, they must go back into the D-League spot
-Teams will NOT have the ability to move a player up permanently, however, they will no longer be required to if a player breaks one of the three rules
-The three rules will now be applied across the board with no exceptions (in the past, we have reviewed these signings on a case-by-case basis)
-Teams will still have the ability to sign them after the season with a free re-sign
-D-League players can only be brought up or sent down during the first three days of a match-up (Monday, Tuesday, Wednesday). This is to avoid anyone streaming a player for a day at the end of a match-up
-Since this is a short-term play, teams will be granted a floating IR spot that can only be used if a D-League player is brought up
-For example, the Nets bring up De'Anthony Melton for a match-up but have a full roster. They can put LeBron James on floating IR until Melton goes back down or a spot opens up.
-The floating IR MAY NOT be used as a secondary injured list spot. If someone is in the floating IR spot, then the team must have a D-League player on the active roster
-This rule change would go into effect for the 2019-2020 season

Add a 2nd Round to the Draft starting in 2020
This one is pretty straightforward: do you want to see the league add a 2nd round to the draft? The parameters are as follows:
-The 2nd round would be introduced in the 2020 draft
-The order will be determined based on inverse of record (i.e. worst team first, best team last)
-Teams will have 24 hours to make their pick
-Teams will be given the option to decline a player's deal before their rookie season
-For example, if you draft a player with the 10th pick in the 2nd round, you will have until a month before the season to pick up their contract. If you don't pick it up, or decline it, that player becomes a free agent
-If you decline to bring a second round pick to your roster, you are barred from bidding on that player until the following off-season
-The salary scale will be as follows:
21. $2,000,000
22. $1,800,000
23. $1,600,000
24. $1,400,000
25. $1,200,000
26. $1,000,000
27. $900,000
28. $800,000
29. $700,000
30. $600,000
31-40. $500,000
-Contracts will be for three years, and all three years will have options
-The third year option will have a $1,000,000 kicker attached

Shorten the Injured Reserve Requirements
Right now, players are required to be out for a month in order to be put on injured reserve. Given the increase in caution/rest, this rule change proposes:
-Players must be out for just 2 weeks to move to injured reserve
-Players can be moved retroactively if they are out two weeks, but the team never gave them a timetable
-Once a player is playing again, they must be moved to the active roster
If you are in favor of this rule change, vote yes.
