I'm not putting the rule change discussion on the back burner, but Charlotte and LA have both submitted relocation bids. Here's Charlotte's:
1. The franchise you are moving has NEVER won a championship in that city.
No NBA titles here. Unless we relocate we are highly unlikely to win one in Charlotte ever.
2. You may only move your team to a city that would realistically host an NBA franchise (for example, a city like Topeka would not be able to support an NBA team, as they do not have the facilities).
The State of Colorado has been deprived of NBA action ever since Denver relocated to Kansas City all those years ago back in 2010. In 2017 with just over 5 million people living in this State, they crave and have been starved of hoops action ever since. Colorado Springs with a population of just over 400,000 people can be the conduit to finally bring a NBA title to the State.
3. You may NOT move your team outside the continental United States.

4. You must submit an application for relocation to the Permission for Relocation board in the Commissioner's office.

5. Your application must include the following:
-Specify reasons for leaving
Refer to question 1!! His airness is pumping money into this franchise like there is no tomorrow and paying overs for spuds!! When the opportunity arises, he will jump out because of the King investing into a franchise. And that will be the way, they will say, he is better than MJ!!
-Set a timeline of where you plan on your team being from years 1-5
Higher attendances, players in for the long haul and wanting to stick around instead of jumping ship to go to franchises that are contending now. In 2-3 years, we will be in the finals and challenging for the ultimate glory of a NBA championship in 4-5 years. This is our "Vision".
-Get permission from other team if you are moving them to city with another team.
No other basketball franchise in the State.
-If moving them to an unoccupied city, you must state why the city you want to move to would want you to move there.
The rivalry is phenomenal in Colorado Springs with Denver and we here in Colorado Springs believe that Denver shafted the State relocating to Kansas City when the league was created all those years ago. What better way to stick it up to the people of Denver and the bright sparks who thought it would be a good idea to backstab our great state and relocate than to “Bring a NBA title to the State of Colorado”.
-Come up with new name, logo, colors (or you can just keep the ones you have).
