Alright, we've got a lot to get through, so here are the rule change proposals that made it out of the mod lounge for further discussion/voting:
PROPOSAL #1 - ADJUSTMENT TO THE PLAYOFF FORMAT
The playoffs will now include the top-5 teams in each conference. Seeds 4 and 5 will play a one week "play-in" game, with the winner advancing to face the #1 seed. The schedule will be adjusted to include a 17th week, however, the season will be considered 16 weeks long. The 17th game for non-play-in teams will be an exhibition. Teams 4 and 5 would be considered playoff teams and would not participate in the draft lottery should they lose the play-in game. The draft lottery would consist of the 10 teams who did not make the playoffs. This is being proposed to engage more teams deeper into the season.
PROPOSAL #2 - ADJUSTMENT TO PLAYOFF SEEDING
This proposal would allow the top seed in each conference to select their first round opponent as a "reward" for winning the regular season title. This can be done in conjunction with proposal #1 (the top seed would select from seeds 2, 3 and the winner of 4/5). This is being proposed to provide an incentive to finish first in one's conference.
PROPOSAL #3 - PLAYOFF BONUS
Each team that makes the playoffs would receive a salary cap bonus of $1,000,000 to be added for the following season. This is being proposed to reward teams for making the playoffs.
PROPOSAL #4 - CHAMPIONSHIP BONUS
The champion of the league will get a salary cap bonus of $3,000,000 (not on top of the playoff bonus, but total) to be added for the following season.
PROPOSAL #5 - ADJUSTMENT TO DRAFT SALARY SCALE
Currently, the draft's salary scale is as follows:

PROPOSAL #6: ADJUSTMENT TO THE "DEAD" PERIOD
Currently, teams are prohibited from waiving or trading players for 30 days from the day that player was signed (if they are signed in the off-season, they are ineligible to be moved for the first 30 days of the season). This proposal would shorten that "dead" period to 15 days into the season or 15 days post-signing if in-season. This is being proposed to help encourage trading and player movement.
PROPOSAL #7: ADJUSTMENT TO WAIVERS/FREE AGENCY BIDDING
Currently, teams are not barred from bidding on a player they waive. This proposal would institute a "may not bid" period of 15 days on any player that that team has waived. For example, if the Brooklyn Nets waive Robert Williams, they may not bid on Robert Williams until 15 days have passed. This is being proposed to close a loophole in the waiver/free agency rules.
PROPOSAL #8: REMOVAL OF CONDITIONAL WAIVERS
This proposal would eliminate "conditional waivers," or the ability for teams to bid on a player while at full roster capacity. Teams would now be required to have an open roster spot (i.e. waiving a player before bidding) in order for a bid to be considered valid. This would NOT apply to trades. This is being proposed to help improve free agent tracking and encourage player movement.
PROPOSAL #9: ADJUSTMENT TO WAIVER SYSTEM
This proposal would allow for a "reset" of the waiver priority list at the 1/4th and 3/4ths point of the season, in addition to the reset that currently takes place at the 1/2-way point. The reset would put teams in reverse order of the standings, with the exception of teams that have already claimed a player off waivers. They would remain in their current spot.
A vote of "yes" means you are in favor of enacting the change. A vote of "no" means you are against it. 2/3rds approval is needed to enact a proposal.
