Throwing this out there..
1- Give GMs the ability to buy out cap hits. You'd have to buy out the entire amount of the waived contract and it would count as one of the 3 buyouts every 5 years.
2- Second round picks. I just feel like it would help out the trade market which has gotten kind of stagnant.

1. I'm not totally opposed to the idea, but I do feel as though it's kind of skirting the buyout rules, no? I almost feel like you'd want to restrict only to cap hits acquired via trade. That way, the waiving team doesn't get to use two mechanisms to clear their books, and it can help grease the trade wheels a bit.
2. I know this one comes up every year (lol), and I'm always on board. We could even phase it in in summer 2025, when the new re-sign period starts. Frankly, I'm inclined to just post another poll on that one to see if minds have changed.

Not sure if its skirting though. For example:
Player A contract: $1,000,000 for next 3 years
Buyout: (1,000,000 x 3) / 60% = $1,800,000 hit
Buying out a waived contract: (1,000,000 x 75%) x 3 = $2,250,000 hit
