PROPOSAL #1 - LIMIT OF CASH ALLOWED IN TRADES
This proposal will cap the amount of money teams can receive and send out to $5,000,000. It will apply to the league year (defined as the start of the off-season to the trade deadline, i.e. June - February). Teams will only be able to send out a total of $5,000,000, which may be broken up into smaller increments. Teams will also be limited to receiving just $5,000,000 (which, again, can be split up into smaller amounts). How much money a team trades does not impact how much a team can bring in, and vice versa. If a team trades $5,000,000 (lowering their cap to $60,000,000), the amount they can receive will still be capped at $5,000,000. The same applies if a team receives money first then wants to trade it out. If approved, this rule change will go into effect starting with the 2024 off-season
PROPOSAL #2: EMERGENCY FA SIGNINGS DURING THE PLAYOFFS
This rule change will allow playoff teams to make one (1) free agent signing during the playoffs IF at least two players on their current roster have suffered injuries that will keep them out through the duration of the playoffs. Any signing made by a playoff team will be limited to just the rest of the year (no multi-year contracts will be allowed), and that team may not trade them during the next off-season, nor may they be allowed to use a re-sign on that player. D-League offers will not be allowed. If approved, this rule change will go into effect with the 2023-2024 playoffs (i.e. THIS season).
A vote of "yes" means you are in favor of enacting the change. A vote of "no" means you are against it. 2/3rds approval is needed to enact a proposal.
